The development of Human Resources

The most valuable assets are people with their knowledge, skills and talents and we should assist every person in achieving his or her potential. Having this aim in view we are implementing flexible educational programmes. Students together with teaches and parents will define what subjects to study taking into consideration personal abilities and perspectives of each student. The number of higher educational institutions has doubled in Samara Oblast for the last 10 years. The number of faculties has also increased. In 5 years higher educational institutions, not applicants will compete for students. This practice is common all over the world. The creation of single information space on the basis of Internet will provide students, teachers and scientists of Samara Oblast with every opportunity of joining the world intellectual community.

In the present dynamically changing world it is a lifelong necessity to get new knowledge and skills. We are to establish the system of departmental continuous education within 4 next years, so that every person could find work in changing job market, according to his or her abilities and priorities. Even people with limited physical abilities will have the opportunity to work. This could be achieved in accordance with the law, all the employers would be required to retain a certain part of working places for insecure section of the population.

The educational reforms are aimed at turning knowledge and intelligence into the principal resource of social economic development of Samara Oblast. The following stages will be used to achieve this objective:

  • The system of continuous, multi-level and variation vocational education is to be set up.
  • The list of professions and occupations meeting the requirements of today and tomorrow`s development of the region will be drawn up.
  • The quality of personnel potential of Samara Oblast will be monitored and educational institutions providing the training of highly qualified specialists for Samara`s development will be encouraged.
