PrioritiesProspects of Samara Oblast development for 2000-2004We`re approaching a new century, a new millenium in renewed Russia. There have been a lot of mistakes and errors, sometimes rather serious, during the complicated period of reforms. But there has been certain progress. In spite of all the difficulties we had to face the most important ideals and principles of a democratic society have turned to be efficient. There is no other way but to set up the institutions of legal state and civil society and to establish a socially oriented efficient market economy which is aimed at providing the conditions for decent life and human activities. Ensuring all guarantees and freedom of a democratic society should be the objective of executive authorities. The most crucial democracy values are personal, economic and political freedom. The economic freedom stands for the right of property, the right of deserved remuneration of labour, the opportunity to earn and spend fairly earned money. The political freedom implies the right to state any opinion and be a member of any party or political group provided they are not prohibited by law. Every citizen is entitled to freely state his or her point of view and take part in elections without fear of being prosecuted. During recent years our society has become more complicated in its structure, i.e. new classes have appeared lately. But we ourselves have changed during the years of reforms. In spite of all past decade`s problems and difficulties the public consent, which we managed to retain, is our common property. It is due to this consent that we managed not only to survive but to become one of the most powerful and dynamically developing Russian regions. Our motto has always been and is as follows: «Everybody can take part in reforms». Our objective is to continue what has been done and to finish what has been started. We should understand and remember that we are different, but we are not strangers. There should not be any priorities for the authorities while taking administrative decisions. The Governor and the Administration should serve not only certain groups` interests but to represent and assert all citizens` common priorities. The following is of primary importance in the nearest future:
