On 2 October 2001 the Samara Oblast Governor Konstantin Titov was awarded the public prize "Hope of new Russia" as the outstanding statesman.

The award “Hope of new Russia” was initiated by the NGO ‘Modern Woman Institute’. The president of the organization Lidia Anaikina comes from Samara and is a leader of the public movement “for civil rights’. Public awards were also presented to 7 more people including the Samara and Syzran Archbishop Sergiy, the State Duma deputy Vladimir Mokry, the People’s Actress of the USSR Vera Ershova, the AO AVTOVAZ Board of Directors chairman Vladimir Kadannikov, the World’s Cup performer Sergei Voitenko and others.
